Alright, here goes. When I use a sewing kit with any leather other than normal (even if I change it to that kind) it says I have none and doesn't allow me to make anything. Any reason why?

1st, have you cut the hides into leather? Sounds like a silly question sure but it worth asking.
2nd do you have any custom patches in your UO folder from other servers? Not too sure but you could need the tiledata.mul for here ?
